In addition to manipulation of the document itself, WikiTexi should provide facilities for the creation of comments and annotations to the document. The "Notes" functionality of the PHP Manual provides an excellent example of such functionality.
Notes are not part of the core document being constructed. Instead, they are managed by WikiTexi external to the document. Each note is associatied with a particular document node (URI), and has one of three scopes:
Private - The note is managed on the local WikiTexi server and can be accessed by only its author.
Local - The note is managed on the local WikiTexi server, and is made available to all users of that server.
Public - The note is managed by the node's WikiTexi server, and is made available to all parties interested in the node.
